OHSU-HOU bargaining: Session 2

Members of the Oregon Health & Science University and House Officers Union bargaining teams met in person Thursday, Aug. 10, for their second collective bargaining session.

HOU Proposals

• Proposed Article 1, Recognition and Union Security: HOU requested the use of the word "House Officer" over references to "Residents" for consistency, and proposed adding a new, voluntary deduction for a second AFSCME political fund. This article was tentatively agreed to.
• Proposed Article 9, Labor Management Committee: HOU proposed language that mirrors the current practice.
• Proposed Article 2, Union Provisions: HOU proposed changes to the notice requirements for union staff members to access facilities and use OHSU's email system; new language incorporating the current practice of providing the union with unit rosters; and new language creating a requirement that provides the union with notice of newly matched residents.

OHSU Proposals

• 4.3.2 and 4.3.5 related to Reasonable Accommodations: OHSU proposed aligning the contract with new titles and the change in departments handling accommodations.
• Article 7.X Time Away from Work: OHSU proposed new language reminding house officers that programs and specialty boards have requirements related to time away from training, such as vacation, sick leave and FMLA.

Tentative Agreements

The OHSU and HOU bargaining teams reached two tentative agreements:

• Article 1, Recognition and Union Security: Change of terminology from "Residents" to "House Officer."
• Article 9, Labor Management Committee: Agreement on Article 9 referenced above.

Next meeting:

The OHSU and HOU teams will next meet on Aug. 17.
