
Members of the Oregon Health & Science University and House Officers Union bargaining teams met in person on Thursday, Aug. 17, for their third collective bargaining session.
HOU proposals
• Proposed Article 2.2, New House Officer Onboarding: The union proposed updating the CBA language to allow for three options for union access to newly onboarded house officers.
• Proposed Article 4.6.1, Call Rooms and Resident Lounge: New language was presented around the cleaning of call rooms, signage relating to occupancy and status of cleanliness, as well as stocking of food and beverage in Sam Jackson Hall.
• Proposed Article 7.3.1, Fellowship and Job Interviews: A proposal for 10 days off for the purpose of interviewing for fellowships or jobs, or if an interview can be completed within four or fewer hours, a proposal that the house officer be released from duty without penalty.
• Proposed Article 11 Grievance and Arbitration, 11.2 Non-Grievable Disputes, 11.5 Union Representation, 11.6.1 Step 1: A change to non-grievable disputes and new language providing a timeline for holding step one meetings.
OHSU proposals
• Proposed Article 2 Union Provisions, 2.1.1 Visits by Union Representatives, 2.1.3, 2.1.4 Incoming House Officers: OHSU proposed an update to the language requesting notification to Labor Relations of union presence on campus instead of Human Resources. The employer proposed providing notice to newly matched house officers about the union, including providing them with a link to the union’s website.
• Article 7.X Time Away from Work: OHSU proposed new language creating a requirement that programs make assessable (at least annually and whenever there is a change) program requirements around time away so House Officers understand thresholds for program extensions related to time away from training.
HOU counter-proposals
• Article 2.2, New House Officer Onboarding: The union requested to shorten notification requirements to the employer about mass use of OHSU’s email system from 48 hours in the current CBA to 24 hours.
• Article 2.1.4, Incoming House Officers: The union requested the employer send them the personal emails of all newly matched house officers on matching day.
• Article 7.1.1 The union requested that, on a semi-annual basis, OHSU provide an accounting of all time a house officer has used that counts against the program’s time away from training requirements.
Tentative agreements
The OHSU and HOU bargaining teams reached four tentative agreements:
• Article 2.1.1, Visits by Union Representatives: Updating of language to reflect notification to Labor Relations instead of Human Resources about union site visits.
• Article 11.5, Union Representation: Removal of the language about filing grievances without the assistance of a union representative.
• Article 11.6.1, Grievance Steps, Step 1: Agreement to meet for a step one meeting no more than 30 days after a grievance has been filed.
• Article 11.6.4.5, Expenses of Arbitration: Update to the language about furnishing the parties with a copy of hearing transcripts of an arbitration.
