OHSU HOU bargaining
Members of the Oregon Health & Science University and House Officers Union bargaining teams met in person on Thursday, Sept. 7, for their fifth collective bargaining session, focused on proposals put forward by the HOU bargaining team, along with two tentative agreements.
OHSU proposals
The OHSU bargaining team did not submit any new proposals or counter proposals, and instead used the time to receive and discuss proposals from the HOU bargaining team.
HOU proposals
- NEW Article 4.Xa Badge replacement: HOU requested free and timely badge replacement for lost badges. Additionally, any replacement stickers will be included with the badge replacement (for example meal codes and gym access).
- NEW 4.Xb Service App: A request for the creation of an app to serve as a central location for House Officer information and resources. The development of the app would be created with the Labor Management Committee and would be preloaded onto House Officers’ phones that are issued by OHSU.
- NEW 4.xc ACGME Compliance: HOU proposed an appeal process whereby House Officers could address concerns with interpretations of meeting ACGME requirements.
- NEW 4.xd contract termination: A request for eight weeks' notice to be provided to House Officers where their contracts would not be renewed unless for just cause.
Tentative agreements
- TA 4.4 Uniforms: The teams agreed that House Officers may request up to three sets of replacement scrubs each academic year and agreed to delete outdated laundering language.
- TA 7.1 (previously 7.x) Time Away from Work: The teams agreed to language recognizing time spent away from work may result in program extensions. Additionally, they agreed to new language creating a requirement that programs (1) make assessable (at least annually and whenever there is a change) requirements around time away so House Officers understand thresholds for extensions related to time away from training, and (2) provide an annual accounting of time away to each House Officer.

The OHSU and HOU teams will next meet Thursday, Sept. 21.
