OHSU-HOU bargaining: Teams exchanged proposals

Oregon Health & Science University and the House Officers Union on Thursday, Jan. 5, exchanged proposals via e-mail. These proposals were related to moonlighting, parking and transportation, discrimination and retaliation, and economics:

• Article 4.2 Moonlighting: HOU agreed to language clarifying that house officers must receive written approval from their program director and GME prior to engaging in moonlighting; that sponsoring institutions and individual programs may prohibit moonlighting by their house officers; and that house officers cannot be required to engage in moonlighting. HOU further proposed new language and a Memorandum Of Understanding related to internal moonlighting.
• New Appendix B: HOU proposed adding an appendix to the contract to clarify that house officers are subject to OHSU’s Discrimination, Harassment and Retaliation policy. The proposed appendix also adds a definition for bullying and provides a change in work assignment if a house officer experiences discrimination or harassment by a patient or coworker.
• Article 5 Economics: OHSU proposed increasing the housing allowance for the current academic year to $3,000, and agreed to an audit related to scheduled shift length for meal money before the new tiered meal money system goes into effect. 

Tentative Agreement

• Section 5.7 Parking and Transportation: The bargaining teams reached a tentative agreement on parking and transportation, which includes adding language for when a house officer is held over and adding a house officer to OHSU’s Strategic Transportation and Parking Advisory Committee.

Next Meeting

The OHSU and HOU teams will resume in-person bargaining on Thursday, Jan. 11.
